Who Qualifies?
ESOS Phase 4 applies to any UK undertaking, or corporate group containing a qualifying UK undertaking, that meets either threshold on 31 December 2026.
If your organisation exceeds these criteria, you must conduct an energy audit covering at least 95% of your total energy consumption across buildings, transport, and industrial processes by 5 December 2027.

What You Must Do by 5 December 2027
Four core requirements form the foundation of Phase 4 compliance.
Audit 95% of Energy Consumption
Conduct comprehensive energy audit across buildings, transport, and industrial processes, capturing at least 95% of your organisation's total energy use.
Appoint Qualified ESOS Lead Assessor
Use a qualified ESOS Lead Assessor unless: 100% ISO 50001 certified across all covered areas, or total consumption is below 40,000 kWh/year (exemption rare).
Report Phase 3 Action Plan Progress
Document progress against commitments made in your Phase 3 assessment. Provide written explanations for any unmet commitments — non-delivery requires justification.
Submit Compliance Notification
File your Compliance Notification via the MESOS platform to the Environment Agency by the deadline. Retain evidence records for two subsequent compliance periods.
Permitted Compliance Methods in Phase 4
Phase 4 has streamlined compliance options. Display Energy Certificates and Green Deal Assessments are no longer permitted.
ESOS Energy Audits
Comprehensive audit by a qualified ESOS Lead Assessor. Audits must cover buildings, transport, and industrial process energy in detail.
ISO 50001 Certification
100% ISO 50001 certified energy management system covering all areas under assessment can be used as an alternative to energy audits.
Mixed Approach
Combination of ESOS audits for non-certified areas and ISO 50001 certification for certified areas. Must collectively achieve 95% coverage.
Display Energy Certificates
No longer permitted in Phase 4. Previously accepted, now removed as a compliance route.
Green Deal Assessments
No longer permitted in Phase 4. Previously accepted, now removed as a compliance route.

Final notification deadline for MESOS platform. After this date, non-compliant organisations will be publicly named and subject to enforcement action.
Phase 4 compliance period: 6 Dec 2023 – 5 Dec 2027. The qualification date (31 Dec 2026) comes late in the cycle, so early action is essential to meet the 5 Dec 2027 notification deadline.

The Environment Agency enforces ESOS Phase 4. Failure to comply carries significant consequences:
Civil penalty up to £50,000
Up to £500 per day for each day of continued breach
Non-compliant organisations are publicly named in Environment Agency enforcement notices
