ESOS Phase 3 Audits Explained

Everything you need to know about the Energy Savings Opportunity Scheme and how it impacts large UK organisations.

The Energy Savings Opportunity Scheme (ESOS) is a mandatory assessment scheme meant to incentivise larger businesses based in the UK to implement measures regarding energy savings. Beyond individual company benefits, this scheme plays a vital role in reducing the overall carbon emissions of the UK.

With Phase 3 in full swing, it is mandatory for qualifying organisations to comply and produce an energy consumption audit once every 4 years. These audits must be completed by an approved ESOS Lead Assessor who evaluates energy consumption throughout the business, including transport, buildings, and industrial processes.

Do I need ESOS Phase 3 compliance?

ESOS Phase 3 applies to all large companies in the United Kingdom. Your organisation is typically in scope if it meets any of the following criteria:

Qualifying Requirements:

  • Employing above 250 employees.
  • OR having an annual turnover exceeding £44 million.
  • AND an annual balance sheet total in excess of £38 million.

If your organisation is completely covered by ISO 50001 accreditation through a certified body, you may be exempt from the full ESOS assessment, provided the accreditation covers all energy usage.

The Audit Process

An ESOS assessment involves a comprehensive review of energy usage across all sectors—from commercial building usage to transport and industrial processes. The goal is to identify cost-effective opportunities for saving energy, helping businesses reduce information barriers that might otherwise prevent them from investing in efficiency measures.

When to start your assessment?

While there is no obligation to start immediately, beginning the process early can significantly benefit your organisation. Early action allows for the identification of logistical problems and helps fill any data gaps before the final compliance deadlines. If your organisation was already in scope for Phase 2 or SECR, you likely already have the data collection processes in place.
